Surface Damage vs Deep Damage
Run a fingernail gently across the mark. If it does not catch, the damage is likely within the clear coat and may be polishable. If your nail drops into the scratch, or the base looks white or silvery, the clear coat has been broken through. Water can reach the metal and rust will follow.
